Storm & Flood Water Damage in San Diego
Outside floodwater is treated as contaminated (Category 3), so flooded carpet, pad and lower drywall usually must be removed and the structure disinfected and dried. Standard homeowners policies generally don't cover outside flooding — that requires flood insurance, which in California typically has a 30-day waiting period for new policies.
San Diego does flood
On January 22, 2024, a storm dropped 2.73 inches of rain at San Diego's airport — the city's wettest January day on record — and hundreds of people were rescued from flooded homes, including in Southcrest and Mountain View (City of San Diego). Most of the county's rain falls between November and March, often in short, heavy storms that overwhelm storm drains, creeks and low streets.
Safety first
- Don't walk or drive through floodwater — it can hide hazards and carry sewage.
- Don't enter a flooded room where water may be touching outlets or electrical equipment.
- Wear boots and gloves; floodwater is contaminated.
- Photograph and video everything before removing anything.
Flood cleanup steps
- Water and mud extraction.
- Removal of saturated porous materials (carpet, pad, lower drywall, insulation).
- Cleaning and disinfecting hard surfaces.
- Structural drying with moisture verification.
- Rebuild once materials test dry.
Insurance: flood vs. water damage
Homeowners insurance and flood insurance are different products. Flood coverage comes through the National Flood Insurance Program or a private flood insurer (FEMA FloodSmart). If you don't have flood insurance, ask about disaster assistance after declared storms.
Check whether your property is in a FEMA flood zone at FEMA's Flood Map Service Center.
After the storm: cleanup steps
- Wait until it's safe. Don't enter flooded rooms if power is on or the structure looks damaged.
- Photograph the water line on walls and all damaged items.
- Remove standing water and mud as soon as it's safe.
- Cut out wet drywall and insulation above the water line so walls can dry.
- Disinfect, dry with professional equipment, and verify with moisture readings before rebuilding.
